Seminar and Inauguration of Kapsipi and Adipsi Board Highlight Government Transformation

BANTUL – The Indonesian Government Science Study Program Association (Kapsipi) and the Indonesian Government Science Lecturer Association (Adipsi) for the 2024-2027 working period held a national seminar with the theme Challenges of Governance Transformation and its Impact on the Economic and Social Sectors in the AR Fachruddin A Conference Room, 5th Floor, Universitas Muhammadiyah Yogyakarta (UMY), Friday (18/10/2024).

The seminar was a series of inaugural activities as well as a working meeting of the management and task force of Kapsipi 2024-2027 and a strategic planning workshop held on Thursday (17/10/2024).

At the seminar, UMY Professor of Sociology, Prof. Dr. Zuly Qodir, M.Ag, assessed that there is a moral-ethical paradox of state institution administrators in the era of President Prabowo Subianto’s administration that needs to be highlighted. The paradox is felt, as evidenced by the increasing poverty rate, even higher education is difficult for the Indonesian people.

Secondly, the emergence of the phenomenon of “chicken-eyed” politicians and vindictiveness towards their political opponents. Third, the phenomenon of buying and selling academic degrees and functional positions. “Even now, many political brokers are used only for their personal interests. Of Course, this is a big problem and can affect the stability of our country,” said Zuly, on Friday (18/10/2024).

Meanwhile, the Chairman of Adipsi Dr. M. Nur Alamsyah, S.IP., M.Si stated that the existence of polarity has caused the government to forget the essence of governance so that it only focuses on power. One of the real impacts is shown by the level of corruption cases in Indonesia which has not receded. Where, corruption in Indonesia is not only about money but also about authority.

“Legitimacy in government governance in Indonesia can be said to be unclear, obscuring many aspects that should be a space to control corruption. Corruption is not only born from the abuse of money, but the most severe is the abuse of authority,” said Nur.

Nur feels that state officials have lost empathy and awareness not to get involved in conflicts of interest that have recently been rampant. In addition, the problem of governance in Indonesia is also always problematic with the relationship and communication between the central government and local governments. This will also be a major issue for President Prabowo Subianto and Gibran Rakabuming Raka as the Vice President-elect.

“Regional autonomy seems to have been ‘hijacked’, because everything in the regions is determined by the center, not the regions themselves. This is a problem that brings indirect inequality,” he added.

“And, when every region in Indonesia does not grow together, this can lead to inequality which our nation is still producing,” he said.

He also hopes that Indonesia can immediately improve to welcome and realize people’s lives to be better with the current global contextualization. “For that, the government must provide concrete solutions to solve existing problems. Provide solutions while still paying attention to the aspect that every citizen has the right to a better life,” he said.

Meanwhile, at the end of the seminar, Kapsipi finally formulated several recommendations to the future government of President Prabowo Subianto and Gibran Rakabuming Raka.

Kapsipi Expert Council Aos Kuswandi said, that as a government science association, it is very natural for his party to provide recommendations to the future government. The hope is that the Prabowo-Gibran government will be better than the previous government.

“What we are aiming for, and I am a member of the Kapsipi expert council, is how the transformation in government administration can be better. Mainly focusing on governance. Both in institutions, how these fat institutions can answer various existing problems,” he explained.

He also added that the Prabowo-Gibran government must be more committed to the community. Especially in terms of eradicating corruption. And, it is hoped that the Prabowo-Gibran government will be able to guard the ministries and institutions to create zero corruption. “The focus is on a better government and a more prosperous society,” said Aos.

Kapsipi First Vice Chair Dewi Kurniasih added that Kapsipi is an institution that oversees government science and its output is government science graduates. So far, the role of government science graduates is still lacking. So that in the future the formation of government science graduates must be a priority.

“There are six ministries that can optimize the role of government science graduates. Even though there is a lot of knowledge that can be learned from government science scholars and lecturers. Because they have their own competencies and expertise,” she said,

Dewi exemplifies this in the Ministry of Villages. Where in Indonesia there are many villages that need many assistants. “It would be better if the assistants were government science graduates. Because it has the competence to improve village governance,” she said.

In addition, at the Ministry of Home Affairs, Dewi assessed that the ministry has a structure from the center to the village. “This is an opportunity for government science graduates, masters, and doctors of government science to help the state develop clean government practices following their scientific fields,” she explained.
